I can confirm Stish's issues. I can not access either the fule EGL_CE_.zip nor the EGL_CE_plugin_.zip pages.
I tried just now, and once I came to the download screen, and selected "Download with http". From there, I was able to click on EGL_CE_1.0.0.zip and download it just fine.
Did you try the download director version, or raw HTTP download?
Downloaded both via director and via http and tried to install in eclipse-jee-galileo-SR1-win32. Failed with following error message:
Cannot complete the install because one or more required items could not be found.

You appear to point at the ganymede version of eclipse, but the current one is gallileo, will it work with gallileo?
